Development of mountain regions in the program of import substitution

Relevance. Issues of regional development from the position of formation of territorial production sets were investigated by a number of scientists back in Soviet times. In the post-Soviet period, the cluster approach is widely used as one of the factors in the growth of productive forces.
Purpose of the work is to study the problems of mountain regions development in the import substitution program and justify the expediency of using the cluster concept for their positive resolution.
Results of the work. The advantage of the cluster approach in the development of the economy is revealed. A critical analysis of the program of import substitution and growth of competitiveness of the North Caucasus economy was performed, as well as the description of clusters operating in the North Caucasus regions by types of economy, including a national aerosol cluster created on the basis of Arnest, Russia’s largest enterprise. The advantages of a market economy are revealed based on the available experience; the prospects for the production of import-substituting and innovative products within the cluster with the participation of small and medium-sized enterprises are estimated. The role of small and medium-sized enterprises in the formation of clusters in combining the efforts of business and the state is examined. Small businesses help to reduce the cost of production of large companies and provide an opportunity to generate new ideas. Prospects for the development of the North Caucasus Federal District (NCFD) were highlighted by creating at least 50 cluster enterprises, as well as creating a large cluster for the processing of non-ferrous metal ores based on the RSO-Alania, Kabardino-Balkaria and Karachay-Cherkessia deposits with hydrometallurgical technology for obtaining metals as alternatives to dangerous metal recovery methods.
Conclusion. The cluster approach to the development of the NCFD allows us to reach a different level of development of productive forces, productivity and efficiency, as well as to increase investment attractiveness in the program of import substitution of the economy and its competitiveness. The main areas for the development of clusters should be the following ones: attraction companies to the region to modernize production, attraction long-term capital for innovative development, formation an effective infrastructure of the region.
