The relevance of the work. Coal-mining enterprises of Russia have significantly improved their position in the market for the period of development of market relations. Compared to 1988, the year of maximum coal production in the USSR, labor productivity has increased 3.5 times. This is due to the increase in the unit capacity of mining and conveyor equipment. Thus, the average capacity of an excavator bucket increased by 3 times, the capacity of dump trucks – by 1.5-2.4 times. Upgrade of the capabilities was accompanied by the development of new technological parameters of production, which ensured an increase in the efficiency of the use of technology by 2.5–3.0 times. As a result, the lag in labor productivity in comparison with coal-mining enterprises of economically developed countries, such as the United States, decreased from 7.3 to 4.3 times. At the same time, there is an increase in social tension due to a gap in wage levels, which is almost equal to the lag in labor productivity. People don’t want to live like that. They want to work hard, earn good money, and live well. To reduce the lag in the standard of living, it is necessary to increase wages, which cannot be achieved without an increase in labor productivity. The main means of solving this task is to reduce unproductive work and waste time for it. Accordingly, there is a need to identify the unproductive time of the staff, release it from the process while directing the released time to the development of production. For this, a method of calculating the reserves of working time is necessary. The purpose of the work: to develop a methodology for calculating the working time reserves of coal-mining company staff; it can be the basis for purposeful elimination of the causes of unproductive use of time by supervisors, specialists, and workers; it can be also useful from the point of view of the released time to solve production development problems and diversify activities. Methodology and methods for carrying out work. The identification, valuation, and use of reserves are based on the following provisions: 1) the required structure of working time is determined by the functional purpose of the position of the employee in the corporate structure of the enterprise; 2) the actual structure of working time is determined by the employee’s understanding of his functional purpose, his qualifications, and responsibility. Estimation of reserves is carried out using the methods of structuring and decomposition of goals, structural and functional analysis, organizational modeling, analytical calculations. Results of the work and applicable scope. The method has been developed for calculating the working time reserves of operating personnel, specialists and supervisors of a coal producer. The structure of time and the available reserves of working time of the staff of coal producers are given. Conclusion. The developed methodology makes it possible to identify and evaluate the available reserves of working time for coal producers’ staff, which is the basis for developing measures for the effective use of these reserves based on the development of production development functions and diversification of activities by staff.
